After a meeting with representatives of Bavarian hospitals, Bavarian Prime Minister Markus Soder warned that hospitals are "full" and announced a widespread introduction of 2G and a 'K-case,' meaning catastrophe case, in Munich on Thursday.

"The fact is that the hospitals are full. They are at their limits, both in terms of the workload and the emotional situation. That is why it is important that we act now," he said.

During his speech, Soder also emphasised the need for a mandatory 2G regulation across sectors, which would allow vaccinated or recovered patients more freedom. In addition, in the event of the federal government ending the pandemic, he announced the so-called K-case in Bavaria, which would enable beds and personnel to be allocated by authorities.

According to the Bavarian Disaster Protection Act, a catastrophe is "an event in which the life or health of a large number of people or the natural foundations of life or significant property are endangered or damaged to an unusual extent and the danger can only be averted or the disruption can only be prevented and eliminated if under the direction of the disaster control authority, the authorities, agencies, organisations and forces involved in disaster control work together."

At the federal-state summit next week, Soder planned to promote 2G regulations and booster vaccinations.

Under the 2G rules, only vaccinated and those recently recovered will be permitted to sports facilities, theatres, cinemas and museums.

SOT, Markus Soder, Bavarian Minister President (German): "The vaccination breakthroughs are increasing, and on an increased scale. This is comparable to what we had in Israel a few weeks ago, a relatively strong increase. It is not only the case that there are mild courses, but in the case of the elderly who had already had severe illnesses before, we were also told today, it is also increasingly growing into severe courses of illness."

SOT, Markus Soder, Bavarian Minister President (German): "The fact is that the hospitals are full. They are at their limits, both in terms of the workload and the emotional situation. That is why it is important that we act now. In fact, we not only have to find a bed for the unvaccinated, but we get an additional situation that all those who are vaccinated and do not have to go to hospital because of COVID have problems finding a place for an intensive care bed. This cannot be the case in the long run."

SOT, Markus Soder, Bavarian Minister President (German): "That is why we have jointly decided to declare a K-case (catastrophe case). When the federal government puts an end to the epidemic situation, we will declare a K-case, whereby the K-case does not have psychological reasons, but serves above all to control patients, efficient, rapid bed management and also the possibility of organising free beds, including all clinics, reactivating care pools, also of voluntary care workers. The general mobilisation in nursing, so to speak."
