It turns out that the Spy Balloon is actually part of a vast surveillance program that has spied on 5 continents. They have been used to spy on several nations including Japan, India, Vietnam, Taiwan and the Philippines. As a result, the U.S. has briefed over 40 nations on the balloon. Saying that they want to make sure their partners know what’s happening so they know how to combat the balloons.
